Transit TIF Districts Pass State House and Senate, Would Fund CTA Projects
A new bill that would generate more funding for four large-scale Chicago transit infrastructure projects, without diverting tax revenues from schools, passed the Illinois House and Senate today. The original bill was introduced in January 2015, spearheaded by the Metropolitan Planning Council. It awaits Governor Bruce Rauner's signature, who is expected to sign a budget today after a year of operating the state without a budget for a year – reducing funding for transit agencies, schools, and social services.

Union Station Plan Moves Forward and Megabus is Moving Pick-Up Locations
It looks like plans to renovate Union Station are on track. On Wednesday, City Council passed an ordinance that will move the Union Station Master Plan forward by authorizing an intergovernmental agreement between the Chicago Department of Transportation, Metra, the Regional Transportation Authority, and Amtrak.

New Type of TIF District Would Increase Funding for Transit Projects
A new bill that passed the Illinois Senate last week would create a new class of tax increment financing district that could only be created around Chicago transit stations and lines to capture the property value that being near transit generates. Most of the revenue generated by these TIFs would be earmarked to pay for construction of rapid transit lines, stations, and other transit-related facilities.

Union Station Study Will Look at Ways to Increase Capacity, Fight Congestion
This morning, local politicians heralded $7 million in new funding for a terminal planning study and service development plan that will help increase capacity at Chicago’s 90-year-old Union Station and on the rail lines that lead to it. This comes in addition to the $12 million that Amtrak pledged back in January for rehabbing the historic terminal. The city of Chicago eventually hopes to work with the United States Department of Transportation, the state of Illinois, Metra and Amtrak to undertake a complete overhaul of the station, which would take several years and cost an estimated $500 million.
